In 2006, based on the LNELS knowledge and experience the foresight part of a project "Involvement in the EU network on Elaborating the Agricultural Research Strategy with Foresight Method" was executed. The project aimed at development of organizational and individual foresight capabilities for Latvian agricultural and rural research, and involvement in European foresight activities and networks (SCAR, FP7, etc.) supporting S&T policy making, research and education, entrepreneurship and innovation. The Latvian Ministry of Agriculture was the client and the Latvian Academy of Sciences - the contractor responsible for the realization of the project.

The report on this foresight initiative includes terminology and information on European and worldwide development of foresight methodology, research and activities (in Latvian language). The report discovers also an exercise "Foresight and strategic planning skills for agricultural research" in which more than 50 specialists of the Latvian agricultural sector (researchers and scientists, policy makers, business people) participated, produced and contributed their knowledge to achieve objectives of both the exercise and the project on the whole.

In January 2007, top-level policy makers agreed upon the cooperation on the development of a network of foresight specialists and practitioners for Latvian agricultural research. (Zinātnes Vēstnesis, 5.02.2007.) A project "The Application of the Network of Foresight Specialists Supporting Rural Development Policy and the Improvement of Database of Agricultural Scientific Research and Equipment" was executed in 2007.
